What We Mean by "Apostolic"
At KEMA Ministry Network, we use the term apostolic in its biblical sense as revealed in the New Testament. Our understanding is rooted in Scripture and expressed through a ministry of building, equipping, strengthening, and serving the Body of Christ.
While Christ gave apostles, prophets, evangelists, pastors, and teachers to equip the saints for the work of ministry (Ephesians 4:11–16), KEMA's unique assignment is to strengthen and support the ministry leaders whom God has called to equip His people. We believe healthy leaders build healthy ministries, and healthy ministries produce lasting Kingdom impact.
Apostolic Foundations
The apostles laid the once-for-all doctrinal foundation of the Church, with Jesus Christ Himself being the chief cornerstone (Ephesians 2:19–20). The Apostle Paul also described himself as a "wise master builder," carefully laying a foundation upon which others would build (1 Corinthians 3:10–11).
Today, we do not lay a new foundation. Rather, we seek to help ministry leaders faithfully build upon the foundation already established in Christ. Through biblical teaching, practical tools, leadership training, coaching, mentoring, and strategic resources, we help leaders establish strong biblical foundations for their lives, leadership, and ministries.
Apostolic Equipping
According to Ephesians 4:11–16, Christ gave apostles, prophets, evangelists, pastors, and teachers to equip the saints for the work of ministry and to build up the Body of Christ.
We believe all five ministry gifts work together to equip God's people. As an apostolic ministry network, KEMA's specific assignment is to encourage, strengthen, and equip ministry leaders who are themselves called to equip others. We are committed to serving apostles, prophets, evangelists, pastors, teachers, and other ministry leaders so they can fulfill their God-given assignments with greater wisdom, effectiveness, and confidence.
Apostolic Architecture
We describe our ministry philosophy as Apostolic Architecture because we believe healthy ministries are intentionally built rather than accidentally developed.
Following the example of the Apostle Paul as a wise master builder (1 Corinthians 3:10), we help leaders develop biblical frameworks, healthy systems, effective structures, and sustainable ministry strategies.
Through coaching, mentoring, leadership assessments, strategic planning, and practical ministry resources, we help leaders build wisely so their ministries can grow with clarity, stability, and long-term Kingdom effectiveness.
Our passion is to help leaders establish the systems and structures necessary for sustained success while releasing their God-given brilliance to serve at their highest potential.
Apostolic Assignment
Throughout the New Testament, apostolic leaders strengthened churches, developed leaders, appointed elders, encouraged believers, and helped establish healthy order within the Body of Christ (Acts 14:21–23; Titus 1:5).
In that same spirit, KEMA exists to strengthen ministry leaders, churches, nonprofits, and Kingdom organizations as they pursue their unique God-given assignments.
Our apostolic assignment is to come alongside leaders as trusted coaches, mentors, strategic advisors, and ministry partners. We seek to help leaders discover their God-given brilliance, strengthen their leadership, build healthy ministries, and maximize their Kingdom impact.
We believe every ministry is ultimately accountable to the Lord and entrusted to the leaders He has called to oversee it. Therefore, KEMA's role is not to assume governance or control over ministries, but to serve, support, encourage, and strengthen those whom God has entrusted with that responsibility.
Our desire is to add value through biblical wisdom, practical insight, apostolic guidance, coaching, mentoring, and collaborative partnership while honoring the God-given leadership, stewardship, and autonomy of every ministry we serve.
This biblical understanding of apostolic ministry serves as the foundation for both our Governance Philosophy and our Partnership Philosophy, which explain how KEMA relates to ministry leaders, churches, nonprofits, and Kingdom organizations.

Governance Summary
KEMA was founded through the apostolic vision and leadership of Dr. Robert F. Dowell, who provides spiritual vision, leadership, direction, and oversight for the fellowship.
KEMA maintains an Apostolic Advisory Council composed of respected and trusted leaders who provide wisdom, counsel, accountability, and strategic insight. The Council includes experienced five-fold leaders, pastors, educators, ministry practitioners, and community leaders who demonstrate spiritual maturity, integrity, and a commitment to Kingdom advancement.
KEMA seeks to lead through servant leadership, collaboration, wisdom, and prayerful discernment. We believe Kingdom advancement is strongest when leaders grow together in honor, humility, and unity.
